PRESIDENT OBAMA SIGNS A PRESIDENTIAL MEMORANDUM: It has been over a year since
President Obama announced sweeping changes to overhaul the Federal Government's contracting practices. In his
comments prior to signing the Presidential Memorandum, President Obama instructed his Administration to
"dramatically reform the way we do business on contracts across the entire government . . . and (to) open up the
contracting process to small businesses." (That directive can be heard during the fifth minute of the
following video.) Even though a year has passed, the 2010 Federal government Proposal Season is actually the first
full Fiscal Year during which these changes and directives are in full force. Hence, now more than ever, it
behooves small businesses to actively market their services to the government agencies that they wish to have on
their client list.

PRESIDENT OBAMA SIGNS H.I.R.E. ACT (i.e, Jobs Bill): Hopes the US $17.6 billion
jobs bill will be the first of many to help jump-start the labor market out of its slump. The HIRE Act contains about
US $13 billion worth of tax incentives for small businesses. Specifically, for the balance of this year,
payroll taxes will be forgiven on new hires that have been unemployed for at least the pass two months; the
sooner such hires are added to the payroll, the greater the savings, which could total to over US $6,000. Small
businesses will also be allowed to immediately write off up to US $250,000 worth of equipment, instead of
spreading that expense out over the years that such equipment would normally depreciate. (These particulars begin to
be enumerated at about four minutes and 30 seconds into the following video.) President Obama goes on to say, "A
consensus is forming that ... our economy is now growing again and we may soon be adding jobs instead of losing
them."
PRESIDENT OBAMA SIGNS HEALTH REFORM INTO LAW: Prior to the vote late Sunday night,
the President went up to Capitol Hill Saturday evening, 20 March 2010, to rally support for the bill. President
Obama highlighted some of the benefits that it gives small business owners, like the same leverage that big
businesses enjoy by allowing small businesses to buy coverage through an exchange. This is designed to give
small businesses greater buying power in the market place and spreads the cost of coverage across a much larger
pool--both of which help to hold down premiums. Small business owners will not be required to provide health
insurance to their employees, but if they choose to, new tax credits will make covering their employees more
affordable. (These particulars begin to be summarized in the following four-minute video, starting at about the one
minute and ten second mark.) As you will hear, Small business owners will be able to use the new insurance exchange
to find the best deal, and the entire process will be simpler.
